Building a Leadership Pipeline in a Small Market

A shallow local talent pool makes building your own leadership pipeline more valuable, not less realistic. Here is how to approach it.

In a market with a relatively shallow pool of ready-made senior executives, building an internal leadership pipeline is not a nice-to-have. It is often the most reliable way to secure the leadership a growing company will need.

Start by identifying real potential, not just current performance

A strong performer in their current role is not automatically a strong candidate for a more senior one. Building a genuine pipeline means separately assessing potential, judgment, and leadership capacity, not just results in the current position.

Give people real stretch, not just training

Formal training has a place, but leadership capability is mostly built through real experience: stretch assignments, exposure to functions outside someone's core expertise, and genuine responsibility before someone feels fully ready. Companies that rely only on classroom development tend to produce people who know the theory but have not actually been tested.

Be honest about the limits of internal pipelines

Even a well-built internal pipeline will not cover every future need, particularly for genuinely new capabilities the business does not yet have anywhere inside it. A good pipeline strategy plans for internal development and identifies where external hiring will still be necessary, rather than assuming everything can eventually be grown from within.

Retention is part of pipeline strategy

A leadership pipeline only pays off if the people in it stay long enough to reach the roles being planned for. Real investment in development, without a credible path to greater responsibility, can end up preparing people well for a competitor rather than for the company that trained them.
