Understanding the Senior Talent Pool in Almaty and Astana

Kazakhstan's two largest cities have distinct executive talent pools, shaped by different industries and histories. Knowing the difference matters for where and how you search.

Almaty and Astana are Kazakhstan's two major business centers, and each has a distinct senior talent landscape shaped by its own economic history.

Almaty: the commercial and financial center

As the country's largest city and historical commercial hub, Almaty tends to have a deeper pool of talent in finance, retail, FMCG, and professional services, along with a longer-established base of international companies and, as a result, executives with international corporate experience.

Astana: the administrative and industrial center

As the capital, Astana has a stronger concentration of talent connected to government relations, state-linked enterprises, and major industrial and infrastructure projects. Executives here often bring different, but equally valuable, experience navigating large-scale institutional and public-sector-adjacent environments.

Why this distinction matters for a search

A search for a commercially focused leadership role may find a deeper pool in Almaty, while a role requiring strong government relations or working within large industrial structures may be better served by candidates with an Astana-centered background. Treating the two cities as interchangeable, or assuming talent is evenly distributed between them, can lead a search to look in the wrong place first.

Looking beyond either city when needed

For genuinely specialized roles, the right candidate is sometimes not concentrated in either city, but working in a regional industrial center, or outside Kazakhstan altogether in a comparable market. A properly mapped search considers both cities as a starting point, not a boundary.
